Scope of Technical Advisory


1. Develop a Future-ready Digital health Blueprint
As a first and critical step, the advisors shall develop a comprehensive Blueprint roadmap for
future-ready digital health ecosystem, ensuring all stakeholders operate from a common
architectural vision and implementation plan.
Key activities under this workstream will include:
 Conduct a comprehensive digital health landscape and data inventory, including legacy
systems, program platforms, registries, existing digital building blocks and reporting
tools.
 Articulate the current state of the ecosystem, including system architecture, data flows,
and interoperability gaps.
 Develop a clear integration roadmap to consolidate existing portals (currently operated
by multiple agencies) as a unified offering for seamless beneficiary and service tracking.
 Define the target architecture for the ‘Swasth Bharat’ integrated platform.
 Establish a unified front-end experience with shared modules (e.g., common registration,
screening, service tracking).
 Factor AI-readiness into system design (data structures, APIs, metadata standards).
 Develop a forward-looking roadmap and workplan for an integrated digital health vision.
 Align all platforms to ABDM standards and ABHA-enabled workflows.


2. Strengthening of existing digital health initiatives and Integrated Workflow
Transformation
This work stream will focus on strengthening core digital health platforms, covering both
application/services and process optimization, outlined below:
 Develop plans to modernize legacy systems to ensure ABDM-compliant, interoperable,
and scalable architecture across national and state platforms.
 Incorporate modern GUI/UX principles for user centric designs and ensure consistency
in user interface across applications.
 Lead technical reviews of software functional and design specifications, RFPs, and
vendor deliverables to ensure architectural coherence and long-term sustainability.
 Design and operationalize a fully digital, end-to-end service workflows, eliminating
manual registers and parallel reporting systems.
 Providing end-to-end technical oversight of flagship platforms/applications (e.g., NCD,
RCH 2.0), safeguarding backend stability, legacy data integrity, and seamless cross-
platform integration.
 Institutionalize documentation, source code governance, and structured knowledge
transfer to strengthen long-term institutional capacity within NHSRC and Ministry.
 Identify and mitigate bottlenecks in the SDLC pipeline before they impact public-facing
systems.

3. Drive integrated digital health access for care providers
 Develop a unified ‘access’ model to simplify and implement single sign-on login for care
providers, program managers and administrators, across multiple application stacks.
 Standardize login, authentication, and user navigation patterns across platforms.
 Ensure digital identity registration and validation are anchored in ABDM registry services
(Health Provider and Health Facility Registry).
 Develop a framework to enable unified tracking of beneficiaries across initiatives and
support end-to-end care continuum across platforms.

4. Unified data layer and analytics for program monitoring
 Design a unified data layer aggregating information across programs (e.g.,
immunization, NCD, RCH, disease surveillance etc.).
 Align systems for cross-platform data exchange to create a comprehensive national
health map.
 Introduce advanced analytics capabilities to improve risk identification and case
management.

5. Standards and Guidelines to drive digital health governance
 Establish process for ABDM enabled, federated, and standards-based architecture
across all national and state digital platforms.
 Drive seamless system integration through standardized APIs, shared registries, and a
unified interoperability framework, including upgrading of legacy systems in use.
 Develop robust data governance framework covering consent management, privacy,
cybersecurity, and automated data quality controls.
 Introduce a value-based digital health procurement framework to assess and adopt
innovative technologies.
 Provide technical leadership in RFP design, vendor evaluation, onboarding, and
performance management benchmarks to ensure architectural alignment and
accountability.

6. Program Management Support
 Coordinate closely with the designated MoHFW IT lead to ensure unified direction.
 Providing executive oversight of NHSRC IT Division to enforce SDLC execution, code
quality, release governance, and alignment with Ministry’s strategic priorities.
