An international, nonprofit global health organization
The consultant will work closely with the Ministry of Health and Family Welfare (MOHFW) and selected states, agencies, resource centers, and other consultants fielded by ADB. The team leader will be responsible for guiding the collective work of the consulting team and for the timely preparation and quality control of all reports submitted to NCDC and ADB.
The role of the Team Lead in the project will include:
i. Lead, coordinate, and supervise the entire TA unit for overseeing and assisting NCDC in the implementation of various digital initiatives or programs under MoHFW.
ii. Act as a focal point for the Project team to NCDC throughout the duration of the project.
iii. Assessing the areas of strengthening the value addition activities of NCDC and developing common data standards and institutional capacity strengthening of NCDC and the related digital IT initiatives under digital health and MoHFW.
iv. provide leadership to the team, plan the team’s activities and mobilization and be responsible for the deliverables of the required output,
v. liaise with the Ministry of Health (MOH) and all relevant counterparts,
vi. provide quality assurance on products quality, and
vii. compile TA inception, interim, draft final and the final reports and produce monthly progress reports for submission to ADB. Technical contributions would include preparing comprehensive documents proposing national strategies, action plans, and short and long-term recommendations on the design of an appropriate response to strengthen the digital health systems to better address the healthcare needs. The consultant will work closely with MoHFW and relevant ADB staff to ensure the digital mapping of all relevant portals happens in a seamless and standardized manner to assist and drive health policy actions.
viii. To support and strengthen the governance framework and the institutional capacity of NCDC and its branches.
ix. Strengthening of IHIP-IDSP platform and integration of data of One Health, LIMS, and Climate Change surveillance platforms with IHIP to facilitate the data analysis.
x. To enable and facilitate Interoperability by developing uniform/ common data standards across the various digital health portals which would empower the decision makers with evidence-based policy feedback systems.
xi. To support operationalization and integration of LIMS with IHIP-IDSP.
xii. To facilitate NCDC to become a Regional Hub for Genomic surveillance in the South Asian region by strengthening the capacity of Genomic surveillance systems under IDSP.
xiii. Formulate a consultative joint stakeholder driven policy for One health and assist in strengthening of One Health surveillance mechanism.
xiv. To support the strengthening the policy framework for surveillance, operational research, capacity building related to Centre for Environmental & Occupational Health, Climate Change & Health.
xv. To facilitate the establishment of Environment Health Cell in State (UTs) health department for monitoring, supervision and evaluation tool for climate sensitive diseases.
xvi. Support for the formulation of SOPs, guidelines and training manuals for surveillance inclusive of antibiotic usage in animal livestock, hospital and community.
xvii. To support strengthening Lab networks of regional centres and surveillance units of NCDCs.
xviii. Support in formulating the HR policies and reforms for strengthening the capacity of epidemiologists, EIS officers, consultants, other surveillance team members at center and grassroot levels of NCDC.
xix. support for Need based assessment and capacity building of designated points of entry (POE) at regular intervals as per Public Health Emergency of International Concern (PHEIC).
xx. The position is also required to be embedded in the NCDC under MoHFW to ensure continuity of leadership and goal clarity to the team to shape the digital health public goods for the benefit of all the involved stakeholders. All such associated tasks require to be embedded in the NCDC under the MoHFW
xxi. Any other relevant tasks as required and assigned by ADB, NCDC, MoHFW or the government.
- The consultant should have an MBA/MPH from a recognized university or Institution with 15+ Years in consulting with at least 10+ years of working on government assignments or PMP/Prince2/ ITIL certified who should have led at least five (5) projects in government consulting and at least two (2) projects in healthcare systems strengthening or health disease surveillance.
- A Ph.D. in health systems, health policy, or health care management would be given preference.
- He/she should have expertise in strategy, results-based planning, and M&E of public health programs.
- Experience in a leading multidisciplinary team, designing complex programs and public health policy/regulatory reforms, and undertaking multi-stakeholder consultations is required.
