Assignment Details

The role in the project includes:

i. He/ She should be well versed in developing content and promotion material

ii. Writing background materials and contributing to the preparation of reports, manuals, and presentation

iii. Assist NCDC in Capacity building, drafting training manuals and change management activities.

iv. Assist NCDC in developing their own institutionalized learning management system

v. develop an innovative strategy of engagement and trainings for stakeholder groups understanding the complexities involved.

vi. Provides technical support to the NCDC and MoHFW in the areas of training needs assessments, training plan development, delivery, train-the-trainer, learning strategies, and training evaluation reports

vii. Contributes to creating a learning culture and communicates importance of learning and capacity building to internal and external stakeholders

viii. Identifies learning methodologies and tools that most effectively build the capacity of activity management teams in NCDC and MoHFW regulations and project management

ix. Develops materials, including but not limited to instructor guides, participant guides, and job aides

x. Creates a pool of trained in-house facilitators to lead various training sessions

xi. Supports the development of documentation, resources, and written materials relating to the training programs, including manuals development, updates, use, and refreshes, standard operating procedures, and workshop materials to support consistent quality assurance

xii. Develops a system to track and monitor training attendance, completion of training modules, and knowledge acquisition by staff

xiii. Maintains and expands technical knowledge in instructional design and training delivery by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional and governmental organizations

xiv. Facilitates training workshops and meetings, and is responsible for developing agendas to achieve stated objectives, documenting progress, agreements, and issues, and providing follow up assistance as required

xv. Coordinates skills training in management and leadership development initiatives for NCDC and MoHFW staff and manages internal and external training logistics including virtual sessions

xvi. Support and develop the capacity-building framework related to NCDC and its branches

xvii. To assist in strengthening the governance framework and the institutional capacity of NCDC and its branches.

xviii. To support operationalization and integration of LIMS with IHIP.

xix. To facilitate NCDC to become a Regional Hub for Genomic surveillance in the South Asian region by strengthening the capacity of Genomic surveillance systems under IDSP.

xx. To support the strengthening the policy framework for surveillance, operational research, capacity building related to Centre for Environmental & Occupational Health, Climate Change & Health.

xxi. Support for the formulation of SOPs, guidelines and training manuals for surveillance inclusive of antibiotic usage in animal livestock, hospital and community.

xxii. To support strengthening Lab networks of regional centres and surveillance units of NCDCs.

xxiii. All such tasks require to be embedded in the NCDC under the MoHFW

xxiv. Any other relevant tasks as required and assigned by ADB, NCDC, MoHFW or the government.

Skills Required

- The consultant should have at least an MBA- health care/master’s in public health -MPH or equivalent from a recognized university or Institution.

- He/ should have work experience of 10+ Years in IT/ Consulting in large IT / Healthcare projects and should have worked in at least three (3) projects in Capacity Building in government consulting engagements.
