Our client, an American Foundation is looking for a Consultant- Analyzing strategic opportunities for the GIFT City.
The consultant will conduct a rapid assessment of GIFT City (Gujarat International Finance Tec-City) to inform the feasibility for a potential strategic engagement by the Gates Foundation as regards its Strategic Investment Fund (SIF) portfolio. This will include an analysis of GIFT City’s policy regulatory, legal, and tax infrastructure; its alignment with global best practices for philanthropic and impact-focused investment vehicles; and its capacity to accommodate innovative financing mechanisms (e.g., blended finance, catalytic capital, outcome-based instruments). The consultant will also examine existing structures (e.g., International Financial Services Centre Authority—IFSCA), relevant fund frameworks (such as Category I/II AIFs), and their applicability to development finance. The consultant will also map key stakeholders—including policymakers, regulators, fund managers, and potential co-investors—who could play a role in informing key process steps related to identifying and evaluating potential options for the Foundation’s entry and operations in GIFT City. The deliverable will include strategic recommendations, a description of potential risks and opportunities, and other factors relevant to a roadmap such as potential partners and case studies of other relevant actors who have established operations in GIFT City. The scope will include discussions with stakeholders, particularly officials administering GIFT City.The consultant will provide a note based on this analysis within 20 days.
The consultant should have demonstrated experience in strategic advisory, policy analysis, or research related to international development, particularly in India. Expertise in at least one of the sectors relevant to India’s 2047 goals (health, education, agriculture, gender, technology, etc.). Proven ability to develop high-level strategic documents, such as white papers or policy briefs, for foundations or international organizations. Experience engaging with senior-level stakeholders across government, private sector, and civil society. Strong analytical, writing, and presentation skills.
