Our client, a leading American Private Foundation, is looking to engage with a Consultant with specialized expertise in Measurement, Learning and Evaluation (MLE) as applied to WSH and/ or Financial Inclusion
Scope of Work
Key responsibilities will include (but are not limited to):
1.Reviewing and providing feedback on MLE plans and progress reports: This would include reviewing proposals/concept notes, evaluation outputs, and other documents from an MLE lens.
2. Drafting and reviewing RfPs and ToRs: This would include drafting RFPs/TORs etc; reviewing proposals, rating and consolidating recommendations based on the review etc.
3. Coordinating stakeholder engagement: This would include designing, coordinating, and implementing workshops, producing reports/minutes, and engaging with relevant stakeholders in the ecosystem on a regular basis.
4. Drafting concept notes and white papers on MLE, emerging topics of interest around public health, and potential MLE investments: This can include identifying key learning questions and designing learning and evaluation plans, including theories of change and portfolio- and investment-level results frameworks;
5. Conducting evidence synthesis: This would include undertaking synthesis of outputs from MLE investments, drafting “newsletters” or evidence updates pulling information from multiple investments;
6. Developing summary/update decks and undertaking secondary research, as and when required. The Consultant will also support MLE partners to creatively capture and communicate insights, innovations and lessons learned to inform the work of foundation teams and external actors.
Deliverables will be identified and may include the following:
• Feedback report based on review of an investment proposal/progress report etc.
• Draft ToR or RfP
• Workshop agenda/plan, notes
• Evidence synthesis report or white paper
• Presentation decks
• Other deliverables mutually agreed upon for “standing support” projects
This project is based in Delhi for a duration of 6 months (extendable for another 6 months, based on client requirement and performance) and requires the consultant to devote their Part Time Capacity (up to 12-20 days per month) in Hybrid Model.
• Master's or other advanced degree in a field related to development, data science, evaluation or development economics.
• Minimum of ten years’ experience in program evaluation in the areas of WSH, Financial Inclusion, etc.
• Experience designing and implementing research, evaluations, and M&E frameworks on programs or policies related to equitable development, with a focus on learning, adaptation and accountability.
• High degree of methodological and analytical fluency, skills spanning evaluation design/methods with a strong understanding of quantitative research methods, data interpretation and visualization.
• Ability to work on complex, challenging problems and creative solutions by bringing diverse partners (e.g., across subject areas and geographies) together and to create and nurture networks.
