Our client, an American foundation is looking for a Consultant- Health Systems Design.
Scope of work of consultant:
1. Support in Health Systems Design programming:
a. Engage with grantees and partners being supported through the health systems design efforts of
the foundation to review outputs for technical rigor and alignment with BOW intended outcomes
b. Facilitate synergy and cross-learning across partners to align their progress towards common BOW goals
c. Identify risks and manage them proactively
d. Facilitate discussions with partners and internal team, experts from other programs within the foundation , and external experts, to socialize BOW goals, gather input, and inject fresh thinking into the program
e. Ensure logical reasoning, and challenge assumptions supporting existing and proposed
approaches
2. Support in grant-making and processing:
a. Support, as needed, the development of grants in the areas of strengthening health financing in
India through supporting the government in the implementation of PMJAY both public and private including support for the through three main health financing building blocks: resource raising, pooling, and strategic purchasing.
b. Support the grants providing technical assistance to Ministry of Labour and Employment (MoLE) and the Employee State Insurance Corporation (ESIC) to deliver high-quality care, wellness, and patient experience to their subscribers and families.
c. Support the SS&PF team contribute to the health team’s efforts to bring greater clarity of strategy and consistency across teams, on leveraging HSD platforms ( PMJAY and ESIS) as a platform to achieve foundation 13 core health goals.
d. Support the work with selected national/state governments and private players to build an
“inter-state” learning eco-system and demonstrate the feasibility of implementation of a care
coordination platform approach to improve health systems efficiencies.
e. Support the work on developing approaches to integrate private sector stakeholders into a unified national health system and unlocking the functional health markets.
f. Through material development and evidence gathering, support the development of grant narratives that are in alignment with BOW and ICO priorities
g. Support in the coordination needed to align stakeholders externally and within the foundation to allow for consensus and grant approvals
3. Support in portfolio strategy alignment:
a. Through material development and evidence gathering, support the SS&P team’s engagement with other teams at the foundation to :
b. Support the development of materials for ICO and foundation's leadership engagement for strategy review and approval
c. Support the translation of approved strategies into execution plans
d. Support the facilitation of discussions with internal teams, experts from other programs within, and external experts, to socialize proposed strategic pivots, gather input, and inject fresh
thinking into the program
4. Support in stakeholder management and advocacy:
a. Through material development and evidence gathering, support the SS&P team’s engagement with BMGF leadership, external stakeholders and government bodies to socialize the learnings coming out of the BOW and advocate for standard setting.
