Developing the next phase of the CHO mentoring investment
Background:
A CHO Mentoring intervention based on a tripartite agreement between the National Health
Systems Resource Centre (NHSRC), CMC Vellore and the Gates Foundation, is being
implemented for the establishment of an online platform for mentoring of the CHOs to get
them acquainted with the new role and the also deliver upon the tasks as team leader of the
comprehensive primary healthcare team. The current investment ends in December 2025
and aims to mentor 36,000 CHOs through a network and national and state mentors trained
by the CMC team. The MoHFW, GoI has requested the Foundation to continue support on
CHO mentoring beyond the existing grant period and develop the next phase of CHO
Mentoring support.
A consultancy assignment is being proposed to engage the services of a senior public health
professional in supporting the systems strengthening for primary health care in India or
similar contexts. The Senior Consultant working with the grantee, CMC, Vellore and ICO’s
PHC team, is expected to develop the next phase of the CHO mentoring investment.
An overview of the key projects and scope of work is provided below.
Scope of work:
1. Undertake a rapid assessment (secondary data) of the performance of the past
investment, including evaluation reports and backend data on CHO
2. Work with CMC and ICO -PHC team to develop a strategy on the next phase of the
CHO mentoring investment
3. Advise the Foundation and identified grantee/s in development of a referral loop
system under the Comprehensive Primary Health Care program which leverages the
Family Medicine physicians trained under various initiatives, e.g. in Bihar with
support of the CMC Vellore.
Deliverables:
1. Concept note shared on approaches for mentoring of mid-level healthcare providers
2. Concept note on referral pathways and linkages for services provided under CPHC
3. Any other deliverables mutually agreed upon
Duration of work: 15 days spread over 3 months (July-Sep 2025)
