Assignment Details
This is a six months contract position (extendable) and requires ownership of technical piece of the project working closely with the Ei PMU team, Ei software development team, and the Govt. of Nagaland. Key roles and responsibilities include:
1. Take ownership of the technical piece in the project which will include;
a. Review of the existing technical systems and the database architecture supporting the HSLC (Xth) and HSSLC (XIIth) board exams (pre and post-examination processes, secure and efficient data storage, ease of use for the end user etc.)
b. Write a comprehensive review report of the system
c. Write a comprehensive recommendation report for upgrading systems and implementing new systems, which will include system design, technical specifications and screen designs
d. Recommend a short-term action plan for immediate addressable measures and long-term action plan for recommendations to be implemented over the period of 5 years
e. Build capacity of state officials, if needed, to set the foundation for recommendations to be implemented in the next phase of the project.
f. Work in tandem with the on-ground PMU team.
2. Conduct diagnosis, design solutions, and facilitate implementation through first principles problem solving
3. Prepare strategic roadmaps and implementation plans with goals and milestones
4. Identify bottlenecks and weaknesses, and devise resolution pathways
5. Develop and manage strong working relationships with key bureaucrats at the state level including Principal Secretary, State Project Director, etc.
6. Liaise with the state to ensure the required buy-in, inputs, permissions and resources are made available.
7. Actively build internal capabilities and support team members by sharing learnings, providing feedback, etc.
8. The consultant must be able to travel to Kohima in Nagaland
Skills Required
1. MS/B.E./B.Tech. with strong academic background from a reputed institute
2. At least 8+ years as a Solutions Architect, and experience in Enterprise grade applications
3. Experience in designing and implementing large-scale systems at Government/Public institutions would be huge plus
4. Excellent people management and project delivery skills, adept at creating project plans and dashboards, driving execution and influencing internal and external stakeholders
5. Candidates with experience of working in the North-East region of India will have an added advantage.
