Assignment Details
The consultant is expected:
i. to set the product vision and priorities, set monitoring tools and, define and deliver in the dynamic government health space that continues to change with the modernization and management of infrastructure, workloads and applications.
ii. The consultant will work in finalizing the IT system requirements including CI/CD automation, technical feasibility and Architectural design to enable NCDC IT and software deployment.
iii. He/she will plan, manage, execute and implement software projects and its timely upgradation. Develop all web and android application user interface and enhance the user experience.
iv. Review and support the backend development of modules, registries, database design, and performance tuning.
v. Establish integration with the backend, mobile and web team. Support maintenance and troubleshooting of IT programs.
vi. To engage with various digital systems, surveillance portals ( HMIS portal, other vertical programs etc.) and data analysis across the health programs under MoHFW.
vii. Assist in strengthening of IHIP platform and integration of data of One Health, LIMS, and Climate Change surveillance platforms with IHIP to facilitate the data analysis.
viii. To enable and facilitate Interoperability by developing uniform/ common data standards across the various digital health portals which would empower the decision makers with evidence-based policy feedback systems.
ix. To support operationalization and integration of LIMS with IHIP.
x. To assist in formulation of a consultative joint stakeholder driven policy for One health and assist in strengthening of One Health surveillance mechanism.
xi. Guide data analytics and data integration mechanism for the Centre for Environmental & Occupational Health, Climate Change & Health by collaboration and harmonization of various systems with IHIP and other stakeholders.
xii. He/ She may at times be required to coordinate with other ADB consultants, NCDC officials, officials from government and technical institutions.
xiii. All these position tasks require to be embedded in the NCDC under the MoHFW.
xiv. He/ She will deliver any other relevant tasks as required and assigned by ADB, NCDC, MoHFW or the government.
Skills Required
- The consultant is expected to have a bachelor’s or higher degree in public health/ computer applications/ information technology/ software engineering/ statistics/ economics/ diploma in machine learning or related data field.
- 5 years of relevant work experience, in dealing with IT platforms, applications development and web designing preferably for health sector.
