Assignment Details

Ministry of Health and Family Welfare (MoHFW)

National Health Mission (NHM) encompassing two Sub-Missions, National Rural Health Mission (NRHM) and National Urban Health Mission (NUHM), is intended to guide States towards ensuring the achievement of universal access to health care through strengthening of health systems, institutions and capabilities. The Ministry has set up a Financial Management Group (FMG) to manage the finance of the Mission. The manpower requirements in the shape of technical assistance purely on a contractual basis are being provided to the Ministry to assist it in implementation and monitoring of the programme.

Deloitte Touché Tohmatsu India Private Limited (DTTIPL) has been appointed by DFID to act as the Technical Support Agency (TSA) for NRHM/ NHM Division of Ministry of Health and Family Welfare and Ministry of Women and Child Development, Government of India. As a part of this project, DTTIPL seeks to engage the services of qualified and experienced Finance Consultants on contractual basis for the following position to support the Financial Management Group (FMG) under the supervision of the MoHFW:

Position: Finance Controller (Reference: FA1-FMG; 1 vacancy)

Role- To oversee financial management of NHM, monitor receipt of financial reports, release of grants, monitor submission of audit reports from State/UTs and follow up action thereon.

Tasks- Key tasks include:

Technical
o Coordinate release of funds to State and UTs
o Prepare parallel project management status using e-banking data and compare with manual reports submitted by states and UTs
o Act as an overall Finance Manager and Team Leader for a cluster of states
o Prepare FMR and reimbursement claims for submission to World Bank etc.
o Support NRHM Finance division and coordinate with National Disease Control Programmes, States and UTs etc.
o E-moding of accounts and finance processes in FMG

Audit
o Facilitate audit arrangements for States/UTs
o Monitor appointment of Statutory Auditors
o Monitor timely completion of audit process in States and UTs
o Coordinate scrutiny of Audit Reports and compliance od audit observations
o Reconcile provisional and audited UCs with FMRs
o Monitor concurrent audit process in states and districts

Monitoring
o Monitor timely receipt of FMRs from States/UTs, their analysis and follow up
o Monitor timely submission and settlement of UCs
o Match physical and financial progress of the programme
o Devise meaningful MIS in electronic format

Training
o Provide training to finance and accounts personnel on aspects including Tally at State and District Programme Management Units

Managerial
o Supervise working of Finance Assistants and Analysts
o As a Team Leader, to oversee and monitor the functioning of FMG Team for the cluster States

Eligibility- CA/ ICWAI or MBA (Finance) from a reputed recognized institution preferably with a degree in Commerce from a recognized university

Experience- 8-10 years of experience, preferably 3-4 years in social sector. Adequate experience in audit at a supervisory level in social sector is desirable. Knowledge of accounting packages (Tally) preferably with a certificate course. Exposure to social sector schemes both at national/ state levels will be highly desirable. Excellent knowledge of MS Word, Excel, Power Point and Access is required. Specific experience preferred in:
? Fund flow management
? System of Letter of Credit and Utilization Certificate in a Government or reputed NGO
? Public Finance Management System (PFMS)
? Scheme wise expenditure monitoring in a Government set up
? Development of accounting packages

Additional Information- All positions would be based at the MoHFW, New Delhi and would require travel across the country. The positions would be contractual and renewable after one year based on performance. Selected candidates will be provided competitive remuneration package commensurate with qualifications and experience.
