Project Brief:

Public Health Foundation of India (PHFI) has received a grant (Grant number 1131140) from Bill and Melinda Gates Foundation (BMGF) for the period July 2015 to June 2017 to continue to provide techno managerial support to National AIDS Control Organization (NACO). PHFI will also be responsible for the interim techno managerial and financial support to the Technical Support Group (TSG) – Condom Promotion, National AIDS Control Organization (NACO) in view of the taskforce approved by the Ministry of Health & Family Welfare to define the contours of the expanded social marketing program for comprehensive social marketing (for condoms and potentially other products as well) to cover both the needs of both HIV prevention and family planning. It is envisaged that a renewed approach to social marketing can help advance the Ministry’s agenda to improve access and availability of condoms and also promote social marketing of other public health commodities like contraceptives, sanitary napkins, ORS/Zinc, IFA etc. BMGF will continue its support to the Technical Support Group (TSG) – Condom directly through PHFI in the interim period from 1st August 2015 till 31st December. PHFI has been supporting the TSG through a subgrant based upon NACOs request for the period of 1st May, 2012 till July 2015. Through a letter issued by the AS, NACO, this support will be now directly through PHFI in the interim period.

Deliverables:
Work directly with the PSI project team, PHFI to carry out the following tasks:
• Work closely with the TSG to streamline NTSU and TSG data for analysis of SM and free condom program in India.
• Liaise with focal persons in Ministry of Health and Family Welfare, BMGF, UNFPA, McKinsey and PHFI etc. in the development of the national social marketing program strategy.
• Support as required, the taskforce to develop the revised TSG structure, personnel, scope of work, ToRs etc.
• Work closely with the PMU, TSG team and with NACO officials –Additional Secretary, DDG-TI, NTSU-Team, Director Finance, etc. to ensure smooth conduct of TSG Condom program.
• Overall support and supervision of the TSG Condom Program and the team Intensive engagement with the TSG and the NACO program to understand the epidemic context and national program design.
• Analyze data to identify gaps and issues in the TSG program
• Provide strategic leadership and suggest innovative marketing practices to increase sales growth of socially marketed products by establishing new outlets / geographies.
• Provide inputs on innovative demand generation methods to enable growth of condoms and other socially marketing products.
• Review and recommend effective monitoring and reporting mechanisms across various levels i.e., SMO, TSG, NTSU and NACO
• Conduct discussions with internal and external stakeholders to document best practices, challenges, expectations etc. from the TSG Condom Program
• Lead the knowledge management module– knowledge and data to be organized in modules in shareable format for reference and dissemination purposes
• Ensure financial control and optimize resource planning of TSG’s activities and report accordingly to Project Director – PSI project, PHFI
• Restricted to Internal Team discussions only

Skills Required

Qualification:
o MBA/Post graduate in Management with specialization in marketing and relevant field from a reputed University/Institute desirable
Experience:
o Minimum 5 years’ experience in FMCG sales, marketing and distribution. Experience in Rural marketing, social marketing and exposure to development sector desirable. Experience of working in dynamic multi – disciplinary team environment and working weigh institutions/ Government will be of added advantage.
